Viscount Goderich of Britain recommends the governors of Lower Canada, Nova Scotia and New Brunswick to apply a tax of no more than one dollar to all new arrivals in the province. This tax, he argued, would help control and stem the tide of emigration from Britain to the province, and would help to pay for building much needed hospitals - since immigrants were bringing diseases like cholera to the colony.
