Historical Note

James Bruce, eighth Earl of Elgin, was governor general of the Province of Canada from 1847 to 1854. Henry George, third Earl Grey, was secretary of state for the colonies 1846 till 1852.

Document Summary:
Elgin informs Grey of the differences in opinion between (what had previously been) Upper and Lower Canada on his giving assent to the Rebellion Losses Bill. Sentiment in Upper Canada is violently opposed and views the bill as allowing the "Frenchmen" to force their institutions on the British minority in Lower Canada. Elgin also describes the harassment he received and the burning of Parliament.

This document also contains an extract from the Montreal Gazette and other appendices with papers relating to the Rebellion Losses Bill and the violence that followed it.
