Document Summary:
This report examines the state of government in Upper and Lower
Canada. The committee examined grievances of the inhabitants and
made recommendations for changes in law (especially property laws).
The report also:
- Makes comments on the practice of granting large areas of
land to officials in government.
- Supports giving the Legislative
Assemblies control of public revenue, and states concern
about fiscal practices of the governor and Legislative
Councils.
- Supports keeping the salaries of judges, as well as the governor
and Executive
Council, independent of "the annual votes of the House
of Assembly."
- Does not recommend the union of Upper and Lower Canada.
- Comments on the desirability of freeing the clergy
reserves for settlement and cultivation.
