This document was passed as a result of Gosford's reports on Canadian affairs. Lord John Russell was home secretary in Britain from 1835 to 1839.

Document Summary:
These resolutions state that the Legislative Council cannot be elective, but can be made more efficient and popular. Russell also argues that the Council cannot be made responsible to the Assembly. However, he offers to give control of expenditures to the Assembly in exchange for a civil list.
