Historical Note

Robert Banks Jenkins, second Earl of Liverpool, was secretary of state for war and the colonies from late 1809 to 1812, at which time he became Prime Minister of Britain.

Document Summary:
Craig describes his concerns over dissolving the Lower Canada legislature. His hopes to replace it with another one were disappointed as the voters returned the members thrown out. He believes that two issues are at stake: independence of the judiciary and control of the budget.
