Milnes
to Portland, November 1st, 1800
Sir Robert
Shore Milnes was lieutenant-governor of Lower Canada from
1799 to 1808. William
Cavendish Bentinck, third Duke of Portland, was the British
home secretary.
Document Summary:
Milnes expresses a concern about "lower orders" of people
in Lower Canada becoming too powerful. He is also concerned about
the continued authority of the Catholic Church in Lower Canada,
at the expense of the "Government" (i.e.: the British
administration). He makes recommendations that he believes will
increase the influence of the government.
