Instructions to Governor Carleton, 1775


Historical Note

Major-General Sir Guy Carleton was governor from 1766 to 1770, 1774 to 1778, and again from 1786 to 1796.

Document Summary:
Carleton's new instructions follow the passing of the Québec Act, 1774, and contain guidance on interpretation and future governance.

It notes that Canadians should have "the benefit and use of their own Laws…", but that habeas corpus is to be required as in Britain.

The Catholic Church and free exercise of faith are to be respected, but not as "an established Church, for that is a preference, which only belongs to the Protestant Church of England." The Jesuits are to be suppressed and dissolved.

The instruction also states that the fur trade in the colony to be open to all subjects of the Crown.
